Born and raised in upstate New York, Chester A. Arthur began his career in law. After graduating from Union College, his political life took shape within New York’s Republican circles, where he aligned with the Conkling faction, known for its advocacy of the spoil system. Arthur’s adept management at the New York Custom House and his commitment to the stalwart faction catapulted him into national prominence.
Arthur’s presidency, however, took an unexpected turn towards reform. Despite his background in machine politics, he became a proponent of civil service reform signing. The Pendleton Act, which established a merit-based system for government employment. His administration also made strides in modernizing the US Navy and refining immigration laws, laying the groundwork for today’s civil service, known for his impeccable dress.
Arthur was dubbed elegant Arthur, changing his trousers multiple times a day in owning over 80 pairs. Interestingly, his presidency was shadowed by debates over his exact birthplace with some speculating. He was born in Canada, the president who redefined his legacy through reform.
